Hillsborough county commercial locational criteria study (CLC)

Members/ Residents, this is a vital element to our Keystone area that we highly recommend you get involved in with YOUR input.  “Protect our Keystone 36”, from superfluous/nonessential commercialization.

We plan to hold a gathering for residents to come together for the Virtual Meeting to be heard and seen in a large group. We will advise when we have a location for the Virtual Meeting Thursday June 2nd  6:00 PM.

Writing letters to the BOCC is another way for our concerns to be heard.  They want feedback. 

Commercial-Locational Criteria Policies, Objective 22

Planning Commission staff is in the process of updating the Commercial-Locational Criteria Policies, Objective 22, in the Future of Hillsborough: Comprehensive Plan for Unincorporated  Hillsborough  County. The purpose of this study is to provide an analysis of the current Commercial-Locational Criteria and analyze best practices resulting in updated policy for the Unincorporated Hillsborough Comprehensive Plan Future Land Use Element. This study will update the frameworks for allowing non-residential development in residential land use categories and balance the changing demands for retail and non- residential uses in residential areas based upon the continued need to prevent strip commercial along major roadways.

Scope of the Study

  • Evaluate the current structure of the Commercial-Locational Criteria (CLC) of the Future LandUse Element and the Livable Communities Element in the Unincorporated Hillsborough County Comprehensive Plan
  • Obtain meaningful input from community stakeholders
  • Review best practices for commercial development in residential areas
  • Recommend changes to the Commercial-Locational Criteria and any associated Comprehensive Plan policies

The CLC Study workshops briefings were presented to the Planning Commission on May 9 and the Board of County Commissioners (BOCC) on May 11. There is an ongoing text amendment with public hearings tentatively scheduled for August. The latest draft #3 language can be found on the project page.  These 2 sessions were recorded and can be watched on You-Tube.  Draft #3 Commercial-Locational Criteria. They will be putting out a 4th Draft and 2 more public meetings in August and October.

Input from one of our KCA Land Use Investigators presented item identified at the SESSION 3 meeting: “Criteria section Policy 22.3 (f) identifies SPECIAL DISTRICTS. Should any conflicts arise between this Policy and the Special Districts requirements contained in Article III of the LDC, the Special District standards shall prevail.” This would constitute the KCP would supersede by its adopted language. The language in the CLC does not supersede the Keystone/Odessa Community Plan. There are 22 Community Plans in Hillsborough. Rural Community plans are in Wimauma, Keystone Odessa, Ruskin, Balm, Thonotosassa/Seffner.
