Here are the details:


CIP 69684198 Tobacco Road from Hutchison Road to Van Dyke Road - Resurfacing Project (Construction Only) $1,904,818 was approved in Adopted Capitol Improvement Program F23-FY27.

 

Public engagement comments for this Capital Improvement Project (CIP) are thru November 18th

 

In comparison to other projects in Keystone:

The cost of CIP 69684198 Tobacco Road has increased to $3,487,039.

The construction company has asked for an additional increase of $3.2 million for this project which will be decided at the December 18th Board of County Commissioners meeting.

 

This project is for 1.5 miles on Tobacco Rd. Beginning at the end of Van Dyke and Tobacco Rd (the hayfield) to Hutchinson.

 

There is no known current traffic study.

 

The first .5 mile from Van Dyke is for repaving. The remaining mile is for road widening, sidewalks and curbs.

 

Our Keystone Community Plan addresses no sidewalks in our community in both Sec. 3.08.07. – Transportation and Sec. 3.08.08. - Buffering and Screening

Tobacco Rd has not been identified as having hazardous walking conditions for elementary students in accordance with F.S. 1006.23 therefore sidewalks are not needed.

 

Currently this one mile of rural road has speed humps to limit speeding and traffic. While there are entrances to a couple of subdivisions, most homes on this road are single family residential homes.

 

A proposed expansion of the road with sidewalks, bike lanes, curbing would reverse the attempt to divert traffic and speeding on this road.

 

Improvements included with this project impact adjacent floodplains, leading to the tree removals.

 

The neighbors who live on this road are opposed to this project.

Commissioner Wostal,

I respectfully ask that you pull A37 from  the BOCC Consent Agenda for the 11-13-24 meeting.

 

This proposed Change Order from Hubbard Construction Company will increase the contract by $4,100,000.00, from $21,797,126.55 to $25,897,126.55.

 

CIP 69679042 is for an intersection at an estimated cost total of $968,069.

CIP 69684198 is for 1.5 miles of repaving at an estimated cost total of $3,487,039.

 

Combined total is $4,455,108 taxpayer dollars.

 

Hubbard is asking approval of an additional $4,100,000.00 for these two projects.

 

Almost double what the estimated total cost is on the attached CIP documents.

They are asking for an additional $3,200,000 for CIP 69684198; a CIP with an estimated cost total of $3,487,039.

While it is understandable a bid might not be exact and material costs might be higher, there is no justification to add $4 million plus for two minor CIP projects.

There is no justification for an additional $3,200,000 for CIP 69684198. In fact, there is no justification for this $6,687,039 CIP period.

The taxpayers have already been bamboozled out of $309,550 for “culvert repair” on a privately owned hayfield on Tobacco Rd and Van Dyke. This work was started with no permits. It was also the property that applied for Live Local zoning.

This CIP (attached) is listed at Keystone. Yet the CIP for the repaving of Tobacco Rd lists Lutz.

CIP 69684198 is located in Keystone, not Lutz.

Our Keystone Community Plan addresses no sidewalks in our community in both Sec. 3.08.07. – Transportation and Sec. 3.08.08. - Buffering and Screening

Tobacco Rd has not been identified as having hazardous walking conditions for elementary students in accordance with F.S. 1006.23 therefore sidewalks are not needed.

There have been no reports of damage to this road that negates a project of this magnitude.

If you scroll to the bottom (of this very long email), it shows a link for citizens to show input on the project on Tobacco Rd.

The public engagement is November 5 through November 18, 2024. Yet you are being asked to approve a consent agenda item on November 13 to add $3,200,000 to a project the community hasn’t had a chance to engage in for this project.

Please pull A37 from  the BOCC Consent Agenda and deny an additional $3,200,000 for CIP 69684198.
